米国 国家情報長官室の話...
こんにちは、丸山満彦です。
日本に国家情報局を作るという話がありますが、米国の場合は連邦政府に国家情報長官室（Office of the Director of National Intelligence; ODNI）というのがあり、連邦政府にあるCIAと各省庁配下の情報機関（16機関）の情報、予算等の調整をするという構造になっていますね...
ということで、参考にODNIの紹介...
もともとは、連邦政府に散在している情報機関がそれぞれもっている情報を統合できていれば、9.11のテロを事前に防げたのではないかということから、CIAを含めて情報機関の連携を高めるためにODNIがつくられたようですね...
CIAには情報機関の連携を高める機能があったわけですが、CIAは海外のHUMINT業務もあるので調整機能に対して十分なリソースが当てられていなかったようです。そこで、調整機能はODNIに、HUMINTはCIAに機能分担させたようですね...
インテリジェンスはNational Intelligence Program (NIP) とMilitary Intelligence Program (MIP) の２つのプログラムがあり、NIPは外交・政策・国内安全保障・海外工作などの国家全体のインテリジェンス活動、MIPは 軍事作戦に直結するインテリジェンス活動ということになっていて、NIPは国家情報長官が、MIPは国防長官が予算を管理することになっていますね...
FY25の実績でいうNIPが733億ドル（11.3兆円）、MIPが278億ドル（4.3兆円）、締めて1,011億ドル（15.6兆円）。となります。日本の防衛予算が8.5兆円（補正とか入れると9兆円くらいになるかもですが...）ですから、その2倍弱...
活動については公開されていないことは多くありますが、それでも情報公開法に基づく公開や、機密情報も秘密を保持する必要がなくなれば公開されます。
要は、基本的に政府の活動は国民のためであり、透明性が重要であり、基本は公開される。ただし、「国家（ひいては国民）を守るため」に必要に応じて秘密にしておく（隠すためではない）。
国民への説明責任は、すべてを公開にすることではなく、「民主的な監督の仕組みを通じて正当性を担保」することで達成されます...なので国民に納得される手続きを適切に実行して、民主的な監督が確実に行われていることが重要です。
連邦政府には、内部監査部門（Inspector General）がありますが、ODNI等の情報機関についても例外ではなく、ODNI内部監査部門があり、内部監査報告書は公表されています。また、GAOの監査対象ともなっています...
こういうところも、国民の監督が日本よりしっかりとしているのかもしれません...
