カナダの下院常任委員会の一つである情報公開・プライバシー・倫理常任委員会（ETHI）が、ソーシャルメディア・プラットフォームの監督 オンラインにおけるプライバシーと安全の確保という報告書（表紙）（目次）（全体）を公表し、８つの勧告を2024.12.05に政府に出していますね...

これに対してカナダ政府であるプライバシーコミッショナー事務局も声明を2024.12.09にだしています...

課題は、

• ソーシャルメディア・プラットフォームに対する監視を強化し、カナダ人がこれらのプラットフォームに提供する情報が保護され、適切に利用されるようにするにはどうすればよいか
  
  
• すべての人のオンライン上の安全を確保するにはどうすればよいか

というところにあるようです。

子供の...という話については、フランスでは、15歳未満の子供が親の同意なしにSNSにアクセスを禁止する法律を導入してますね...そして、オーストラリアでも、16歳未満のSNSの利用を法的に禁止するというような話も出てきています...

偽情報については、総務省も2019年にはすでに検討をしていますが、欧州がメタに対して2024年4月に偽情報対策（例えば、拡散防止、投稿内容の監視など）を十分にしているのか、デジタルサービス法の観点から調査を始めていますね...

日本の場合は、総務省や経産省は問題を比較的早く把握し、分析し、必要に応じてガイドライン等を整備するところまでは、できていますが、それを法制化するところで、進まないですよね...昨今の個人情報保護法の3年毎の見直しの議論をみていても...

一人あたりのGDPも2023年で世界で32位です（欧州の主要国のみならず、南米のバハマ、アジアの香港、韓国よりも下位）し、人権問題でも主要国とはずれが大きくなってきていて、先進国から発展途上国（衰退国？）とみられるようになるかもですね...

Social media platforms have been part of the information ecosystem for several years now. The report provides an overview of social media platform practices, exploring such aspects as their business models and the way they collect, use and share personal information, especially when it comes to minors. It highlights the contrast between how academic, experts and social media platform representatives describe and evaluate these practices. There is also a particular focus on TikTok, the social media platform explicitly mentioned in the motion that led to the Committee’s study. My Office’s joint investigation into TikTok’s privacy practices with counterparts in Quebec, British Columbia and Alberta is ongoing. I am pleased to now turn to this part of the discussion, and thank the Committee for your interest in the ways that social media platforms, such as TikTok, harvest, handle and share personal information.	TikTokのようなソーシャル・メディア・プラットフォームが個人情報を収集、処理、共有する方法についてご関心をお寄せいただいたことに感謝申し上げるます。

This matter is a high priority for my Office, especially given the importance of protecting the fundamental right to privacy of young people, who represent a notable proportion of TikTok users. Growing up in the digital age presents significant new challenges for the privacy of young people. As children and youth embrace new technologies and experience much of their lives online, we need strong safeguards to protect their personal information and how it may be collected, used, and disclosed. Children have a right to be children, even in the digital world.	子どもたちは、デジタルの世界であっても、子どもである権利を持っています。
As UNICEF notes in its policy guidance on artificial intelligence for children, young people are affected by digital technologies to a greater extent than adults. Young people are also less able to understand and appreciate the long-term implications of consenting to their data collection.	ユニセフが子どものための人工知能に関する政策ガイダンスの中で述べているように、若者はデジタル技術の影響を大人よりも大きく受けます。また若者は、データ収集に同意することの長期的な意味を理解し、理解する能力も低いといえます。

My Office has recommended that the preamble of a modernized federal privacy law should recognize that the processing of personal data should respect children’s privacy and the best interests of the child.
