ということで、欧州会計監査院がEU選挙を控えているので偽情報とサイバーセキュリティには気をつけろといってますね...

民主主義の脆弱性の一つとして、国民の多数決に従うということがあるわけで、うまく世論操作できれば、他国等への干渉が可能ですからね...

日本では選挙への干渉という意味での偽情報の話はあまり出てこない様ですが、非常に重要なはずで、特に、気づかないうちに徐々に世論に影響を与えられる様な攻撃パターンというのに気をつけなければなりませんよね...

Disinformation and cybersecurity ahead of the EU elections	EU選挙を控えた偽情報とサイバーセキュリティ
Disinformation is a serious concern in organised societies. With the European elections coming up in just a few days, the EU institutions are naturally alert to the risks and threats it poses. At the European Court of Auditors, we have previously reported on disinformation affecting the EU, as well as on cybersecurity in EU institutions, bodies and agencies. Our 2021 special report on disinformation found that it was tackled but not tamed, and our auditors recommended that the EU response should be stepped up and coordination improved. The key takeaway from our 2022 audit report on cybersecurity, meanwhile, was that EU bodies should increase their cybersecurity preparedness. Both reports remain as topical as ever.	偽情報は、組織化された社会における深刻な懸念である。欧州選挙を数日後に控え、EU機構は当然ながらそのリスクと脅威に警戒している。欧州会計監査院ではこれまでにも、EUに影響を及ぼす偽情報や、EUの機構、団体、機関におけるサイバーセキュリティについて報告してきた。偽情報に関する2021年の特別報告書では、偽情報への取り組みは行われているものの、手なずけられるには至っておらず、監査役はEUの対応を強化し、連携を改善すべきであると勧告した。一方、サイバーセキュリティに関する2022年の監査報告書では、EUの団体はサイバーセキュリティへの備えを強化すべきであるというのが主な指摘であった。どちらの報告書も、相変わらず時事的である。
Social media and new technologies have increased the scale and speed at which false or misleading information can reach audiences, whether intentionally or otherwise. As we said in our special report on disinformation in 2021, “Any attempt to maliciously and intentionally undermine or manipulate public opinion represents a grave threat to the EU itself.” Fighting disinformation represents a major challenge, however, as the EU must avoid infringing its own fundamental values, such as freedom of opinion and expression. The special report focused on the EU’s action plan to combat disinformation, which was issued in 2018. Our auditors concluded that the action plan had triggered positive developments, but had not lived up to all of its promises. We issued six clear recommendations to the European Commission and the European External Action Service – and asked that they act on them.	ソーシャルメディアや新しいテクノロジーは、意図的であるか否かにかかわらず、虚偽の情報や誤解を招くような情報が視聴者に届く規模とスピードを増大させている。2021年の偽情報に関する特別報告書で述べたように、「悪意を持って意図的に世論を弱めたり操作しようとする試みは、EUそのものに対する重大な脅威を意味する」。しかし、偽情報との戦いは大きな挑戦であり、EUは意見や表現の自由といったEUの基本的価値を侵害することを避けなければならない。特別報告書では、2018年に発表されたEUの偽情報対策行動計画に焦点を当てた。我々の監査人は、行動計画は前向きな進展を引き起こしたが、すべての約束を果たしたわけではないと結論づけた。我々は欧州委員会と欧州対外活動庁に対して6つの明確な勧告を行い、それに基づいて行動するよう求めた。
The EU bodies are closely interconnected, and a weakness in one can expose others to security threats. Just two years ago, our auditors stressed that the number of cyberattacks on EU bodies was increasing sharply and that the (variable) level of cybersecurity preparedness within EU bodies was not commensurate with the growing threat. This is important because EU institutions, bodies and agencies are attractive targets for potential attackers, particularly groups capable of executing highly sophisticated stealth attacks for cyberespionage and other nefarious purposes. Such attacks could have significant political implications, harm the overall reputation of the EU, and undermine trust in its institutions. Our auditors therefore stressed that the EU must step up its efforts to protect its own organisations, and issued three key recommendations.	EUの諸団体は相互に密接に結びついており、ある団体の弱点が他の団体を安全保障上の脅威にさらす可能性がある。ちょうど2年前、我々の監査役は、EU団体に対するサイバー攻撃の数が急増しており、EU団体内のサイバーセキュリティへの備えの（ばらつきのある）レベルが脅威の増大に見合っていないことを強調した。EUの機構、団体、機関は、潜在的な攻撃者、特にサイバースパイやその他の悪意のある目的のために高度に洗練されたステルス攻撃を実行できるグループにとって魅力的な標的であるため、これは重要である。このような攻撃は重大な政治的影響を及ぼし、EU全体の評判を傷つけ、その機構に対する信頼を損なう可能性がある。このため監査人は、EUは自国の組織を保護するための取り組みを強化しなければならないと強調し、3つの重要な勧告を行った。
In 2023, the ECA issued an opinion concerning proposed measures to strengthen solidarity and capacity within the EU to detect, prepare for and respond to cybersecurity threats and incidents. Our auditors welcomed the proposal's objective of strengthening the EU’s collective cyber-resilience. Nonetheless, they highlighted some risks, such as the risk that the operation of the European Cyber Shield and its sustainability could become dependent on EU financing; that a lack of information-sharing could impede its functioning; and that the measures introduced by the proposal could make the whole EU cybersecurity galaxy more complex. Following the European Commission’s proposal, and as a result of negotiations between the European Parliament and the Council of the EU, a “cyber solidarity package(opens in new window)” is now on the EU legislators’ table .	2023年、ECAは、サイバーセキュリティの脅威やインシデントを検知し、それに備え、対応するためのEU内の連帯と能力を強化するための対策案に関する意見を発表した。監査人は、EUの集団的なサイバーレジリエンスを強化するというこの提案の目的を歓迎した。しかしながら、欧州サイバーシールドの運営とその持続可能性がEUの資金調達に依存するようになるリスク、情報共有の欠如がその機能を阻害する可能性、提案によって導入される措置がEU全体のサイバーセキュリティ銀河系をより複雑なものにする可能性など、いくつかのリスクを指摘した。欧州委員会の提案を受け、欧州議会とEU理事会の交渉の結果、「サイバー連帯パッケージ」がEUの立法府のテーブルに乗った。
