すでに寡占状態のクラウド事業者とこれからの発展が期待される生成的AI分野の寡占に関する問題なのでしょうかね。。。

The Federal Trade Commission announced today that it issued orders to five companies requiring them to provide information regarding recent investments and partnerships involving generative AI companies and major cloud service providers.	米連邦取引委員会は本日、5社に対し、生成的AI企業と大手クラウドサービス・プロバイダーが関与する最近の投資や提携に関する情報提供を求める命令を出したと発表した。
The agency’s 6(b) inquiry will scrutinize corporate partnerships and investments with AI providers to build a better internal understanding of these relationships and their impact on the competitive landscape.  The compulsory orders were sent to Alphabet, Inc., Amazon.com, Inc., Anthropic PBC, Microsoft Corp., and OpenAI, Inc.	同委員会の6(b)調査は、企業のAIプロバイダーとの提携や投資を精査し、こうした関係や競争環境に与える影響について、より良い内部理解を構築することを目的としている。 強制命令は、アルファベット社、アマゾン・ドット・コム社、アンソロピックPBC社、マイクロソフト社、OpenAI社に送られた。

As companies race to develop and monetize AI, we must guard against tactics that foreclose this opportunity, “said FTC Chair Lina M. The FTC issued its orders under Section 6(b) of the FTC Act, which authorizes the Commission to conduct studies that allow enforcers to gain a deeper understanding of market trends and business practices. Findings stemming from such orders can help inform future Commission actions.	FTCは、FTC法第6条(b)に基づいて命令を出した。この命令は、市場動向や商慣行についてより深い理解を得るための調査を実施する権限をFTCに与えている。このような命令から得られた知見は、今後の取引委員会の対応に役立つ。
Companies are deploying a range of strategies in developing and using AI, including pursuing partnerships and direct investments with AI developers to get access to key technologies and inputs needed for AI development. The orders issued today were sent to companies involved in three separate multi-billion-dollar investments: Microsoft and OpenAI, Amazon and Anthropic, and Google and Anthropic. The FTC’s inquiry will help the agency deepen enforcers understanding of the investments and partnerships formed between generative AI developers and cloud service providers.	企業は、AIの開発に必要な主要技術やインプットを入手するために、AI開発企業との提携や直接投資を進めるなど、AIの開発・利用においてさまざまな戦略を展開している。本日発表された命令は、3つの別々の数十億ドル規模の投資に関わる企業に送られた： マイクロソフトとOpenAI、アマゾンとAnthropic、グーグルとAnthropicである。FTCの調査は、生成的AI開発者とクラウドサービス・プロバイダーとの間に形成された投資とパートナーシップに関する執行官の理解を深めるのに役立つだろう。
The FTC is seeking information specifically related to:	FTCは特に以下の情報を求めている：

・Analysis of the transactions’ competitive impact, including information related to market share, competition, competitors, markets, potential for sales growth, or expansion into product or geographic markets.	・市場シェア、競合、競合他社、市場、売上増加の可能性、製品または地理的市場への拡大に関する情報を含む、取引の競争上の影響の分析。
・Competition for AI inputs and resources, including the competitive dynamics regarding key products and services needed for generative AI.	・生成的AIに必要な主要製品やサービスに関する競争力学を含む、AIインプットやリソースの競合。
・Information provided to any other government entity, including foreign government entities, in connection with any investigation, request for information, or other inquiry related to these topics.	・これらのトピックに関連する調査、情報提供要請、その他の照会に関連して、外国政府機関を含むその他の政府機関に提供された情報。
The companies will have 45 days from the date they receive the order to respond.	各社は命令を受けた日から45日以内に回答する必要がある。
