欧州と英国が第1回英国・EUサイバー対話をブリュッセルで開催したようです。。。

どんな話をしたかということですが、、、

EUの発表では、

• 多国間、地域、マルチステークホルダーによる協議、
• サイバーインシデントや攻撃への備えと対応、
• サイバー犯罪、
• サイバー防衛、
• さらには第三国へのサイバー能力構築

英国の発表では、

• 国際安全保障、
• 新興技術、
• インターネット・ガバナンス、
• サイバーセキュリティ、
• サイバー防衛、
• サイバー犯罪を含む幅広いサイバー問題

となっていますね。。。

Cyber: EU and UK launch Cyber Dialogue	サイバー EUと英国がサイバー対話を開始
On 14 December, the European Union (EU) and United Kingdom (UK) held their first Cyber Dialogue in Brussels. Underlining the need to advance an open, free, stable and secure cyberspace respecting human rights and fundamental freedoms, the EU and UK presented their latest developments on a range of cyber policy issues as set out under the EU-UK Trade and Cooperation Agreement (TCA).	12月14日、欧州連合（EU）と英国（UK）は、ブリュッセルで初のサイバー対話を開催した。EUと英国は、人権と基本的自由を尊重し、開かれた、自由で、安定した、安全なサイバー空間を推進する必要性を強調し、EU・英国通商協力協定（TCA）の下で規定されているさまざまなサイバー政策に関する最新の進展について発表した。
In the context of the evolving global cyber threat landscape, marked by Russia’s illegal military aggression against Ukraine, the Dialogue included exchanges on cyber security and resilience, multilateral, regional and multi-stakeholder discussions, preparedness and response to cyber incidents and attacks, cybercrime, cyber defence as well as cyber capacity building to third countries.	ロシアによるウクライナへの違法な軍事侵攻に端を発し、世界的なサイバー脅威の状況が進展する中、同対話では、サイバーセキュリティとレジリエンス、多国間、地域、マルチステークホルダーによる協議、サイバーインシデントや攻撃への備えと対応、サイバー犯罪、サイバー防衛、さらには第三国へのサイバー能力構築に関する意見交換が行われた。
The EU and the UK provided updates on the latest legislative developments in these areas and agreed to continue their exchanges on policy developments in view of promoting the UN framework of responsible state behaviour in cyberspace, including through the United Nations’ Cyber Programme of Action, enhancing global cyber resilience as well as addressing malicious cyber activities.	EUと英国は、これらの分野における最新の法整備に関する最新情報をプロバイダとして提供し、国連のサイバー行動計画を含むサイバー空間における責任ある国家の行動という国連の枠組みを促進し、世界的なサイバーレジリエンスを強化するとともに、悪意あるサイバー活動に対処する観点から、政策展開に関する意見交換を継続することで合意した。
The 1st EU-UK Cyber Dialogue was co-chaired by Joanneke BALFOORT, Director for Security and Defence Policy, European External Action Service (EEAS), Lorena BOIX ALONSO, Director for Digital Society, Trust and Cybersecurity, Directorate General for Communications Networks, Content and Technology (DG CONNECT), European Commission and Will MIDDLETON, Cyber Director, Cyber Policy Department at the Foreign, Commonwealth & Development Office and Andrew Elliot, Deputy Director, Cyber Security at the Department for Science, Innovation and Technology (DSIT).	第1回EU・英国サイバー対話は、欧州対外行動庁（EEAS）のジョアンネケ・バルフォールト安全保障・防衛政策局長、欧州委員会のロレーナ・ボワ・アロンソ通信ネットワーク・コンテンツ・技術総局（DG CONNECT）デジタル社会・トラスト・サイバーセキュリティ担当局長、外務・英連邦・開発省のウィル・ミドルトン サイバー政策局長、科学技術省（DSIT）のアンドリュー・エリオット サイバーセキュリティ担当副局長が共同議長を務めた。
The next meeting is planned to take place in London in 2024.	次回の会合は2024年にロンドンで開催される予定である。

The first UK-EU Cyber Dialogue takes place in Brussels	第1回英国・EUサイバー対話がブリュッセルで開催される
The inaugural UK-EU Cyber Dialogue took place in Brussels on 14 December 2023, the first one held under the UK-EU Trade and Cooperation Agreement.	2023年12月14日、ブリュッセルで第1回UK-EUサイバー対話が開催された。これは、UK-EU貿易協力協定の下で開催される最初の対話である。
On 14 December 2023, the inaugural UK-EU Cyber Dialogue took place in Brussels. It was the first dialogue held under the UK-EU Trade and Cooperation Agreement. The Cyber Dialogue was a welcome opportunity for the European Union (EU) and the United Kingdom (UK) to discuss a wide range of cyber issues including international security, emerging technologies, internet governance, cybersecurity, cyber defence and cybercrime.	2023年12月14日、ブリュッセルで第1回UK-EUサイバー対話が開催された。英国とEUの貿易協力協定の下で開催された最初の対話であった。サイバー対話は、欧州連合（EU）と英国（UK）にとって、国際安全保障、新興技術、インターネット・ガバナンス、サイバーセキュリティ、サイバー防衛、サイバー犯罪を含む幅広いサイバー問題について話し合う歓迎すべき機会となった。
Officials exchanged views on policies for secure technology, digital identity and cyber resilience, as well as deterrence strategies against cyber threats, cyber sanctions, and capacity building. The 2 sides also spoke about global cyber governance, responsible behaviour in cyberspace, and international cooperation in multilateral fora including the United Nations’ Programme of Action to Advance Responsible State Behaviour in Cyberspace and Cybercrime Treaty negotiations and agreed to continue their exchanges.	関係者は、安全な技術、デジタル・アイデンティティ、サイバー・レジリエンスに関する政策や、サイバー脅威に対する抑止戦略、サイバー制裁、能力開発などについて意見を交換した。両者はまた、グローバル・サイバー・ガバナンス、サイバー空間における責任ある行動、国連の「サイバー空間における責任ある国家の行動を促進するための行動プログラム」やサイバー犯罪条約交渉を含む多国間フォーラムにおける国際協力についても話し、今後も交流を続けていくことで合意した。
The UK delegation was co-chaired by Will Middleton, Cyber Director in the Foreign, Commonwealth and Development Office (FCDO), and Andrew Elliot, Deputy Director for Cyber Security, in the Department for Science, Innovation and Technology (DSIT). Officials from the Home Office, DSIT, FCDO and the UK Mission to the European Union also participated. On the EU side, which also included observers from EU member states, the Dialogue was co-chaired by Joanneke Balfoort, Director for Security and Defence Policy, of the European External Action Service (EEAS) and Lorena Biox Alonso, Director for Digital Society, Trust and Cybersecurity of the European Commission’s Directorate General for Communications Networks, Content and Technology (DG Connect).	英国代表団の共同議長は、外務・英連邦・開発省（FCDO）のウィル・ミドルトン（Will Middleton）サイバーディレクターと、科学・イノベーション・技術省（DSIT）のアンドリュー・エリオット（Andrew Elliot）サイバーセキュリティ担当副ディレクターが務めた。また、内務省、DSIT、FCDO、駐EU英国代表部の職員も参加した。EU加盟国のオブザーバーも参加したEU側では、欧州対外行動庁（EEAS）のジョアンネケ・バルフォールト安全保障・防衛政策局長と、欧州委員会のロレーナ・ビオクス・アロンソ通信ネットワーク・コンテンツ・技術総局（DG Connect）のデジタル社会・トラスト・サイバーセキュリティ担当局長が対話の共同議長を務めた。
Both sides agreed to hold the next UK-EU Cyber Dialogue in London in 2024.	両者は、次回の英・EUサイバー対話を2024年にロンドンで開催することで合意した。
