1月28日は「データ保護の日」でした...

データ保護の分野で初めて法的拘束力を持つ国際法である欧州評議会の「個人情報の保護に関する条約（条約第108号）」が1981年1月28日に制定されたことから1月28日を「データ保護の日」にしたようで、今年がその16回目の記念日だったようです。。。

In 2006, the Committee of Ministers of the Council of Europe decided to launch a Data Protection Day, to be celebrated each year on 28 January. Data Protection Day is now celebrated globally and is called the "Privacy Day" outside Europe.	2006年、欧州評議会の閣僚委員会は、毎年1月28日を「データ保護の日」とすることを決定しました。現在、データ保護の日は世界的に祝われており、欧州以外では「プライバシー・デー」と呼ばれています。
On 28 January 2022, the 16th edition of Data Protection Day will be celebrated globally. It aims at raising awareness on the right to data protection. The Council of Europe, initiator of this important celebration, continues to play a leading role by encouraging and showcasing initiatives held on this occasion.	2022年1月28日には、第16回データ保護の日が世界的に祝われます。この日は、データ保護の権利についての認識を高めることを目的としています。欧州評議会は、この重要な記念日の発起人であり、この日に開催されるイニシアチブを奨励し、紹介することで主導的な役割を果たし続けています。
Celebrated yearly at the same date, Data Protection Day marks the anniversary of the opening for signature of Convention 108, the global data protection Convention. Last year, we celebrated the 40th Anniversary of Convention 108. For over 40 years, Convention 108 has influenced and shaped the protection of privacy and of data protection in Europe and beyond. Its modernised version (known as Convention 108+) will continue to do so.	毎年同じ日に開催されるデータ保護の日は、世界的なデータ保護条約である条約第108号の署名が開始された記念日でもあります。昨年、私たちは条約第108号の40周年を迎えました。条約第108号は、40年以上にわたり、欧州をはじめとする世界各国のプライバシー保護およびデータ保護に影響を与え、形成してきました。その現代版（通称：条約第108号+）は、今後も影響を与え続けるでしょう。
The main goal of this day is to educate the public on data protection challenges, and inform the individuals about their rights and how to exercise them. In this perspective, the Stefano Rodotà Award, established by the Committee of Convention 108, will honour innovative and original academic research projects in the field of data protection. The winners will be announced on the occasion of this special date.	この日の主な目的は、データ保護の課題について一般の人々を啓発し、個人の権利とその行使方法について知らせることです。このような観点から、条約第108号委員会によって設立されたStefano Rodotà Awardは、データ保護の分野における革新的かつ独創的な学術研究プロジェクトを表彰するものです。受賞者は、この特別な日に発表されます。

The Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (CETS No. 108)	個人データの自動処理に関する個人の保護のための条約（条約第108号）
The Convention opened for signature on 28 January 1981 and was the first legally binding international instrument in the data protection field. Under this Convention, the parties are required to take the necessary steps in their domestic legislation to apply the principles it lays down in order to ensure respect in their territory for the fundamental human rights of all individuals with regard to processing of personal data.	1981年1月28日に署名が開始されたこの条約は、データ保護の分野で初めての法的拘束力のある国際文書です。この条約により、締約国は、個人データの処理に関してすべての個人の基本的人権の尊重を自国内で確保するために、条約が定める原則を適用するために、国内法において必要な措置を講じることが求められています。

Amendments to Convention 108 allowing the European Communities to accede	欧州共同体の加盟を認める条約第108号の改正
Accession by the Communities reflects the European Union's wish to develop co-operation with the Council of Europe and help create a stronger international forum on data protection, particularly vis-à-vis third countries As it stands at present, only states may be Parties to the Convention. It was therefore necessary to draft amendments allowing the European Communities to accede. These amendments were adopted by the Committee of Ministers of the Council of Europe on 15 June 1999.	欧州共同体の加盟は、欧州評議会との協力関係を発展させ、特に第三国に対するデータ保護に関するより強力な国際フォーラムの構築に貢献したいという欧州連合の希望を反映したものである。 現在、条約の締約国になれるのは国家のみである。そのため、欧州共同体の加盟を認める改正案を作成する必要がありました。この修正案は、1999年6月15日に欧州評議会の閣僚委員会で採択されました。

Additional protocol to Convention 108 regarding supervisory authorities and transborder data flows (ETS No. 181)	監督機関および国境を越えたデータフローに関する条約第108号の追加議定書（条約第181号）
With the increase in exchanges of personal data across national borders, it is necessary to ensure the effective protection of human rights and fundamental freedoms, and in particular the right to privacy in relation to such exchanges of personal data. The Additional Protocol opened for signature on 8 November 2001 requires Parties to set up supervisory authorities, exercising their functions in complete independence, which are an element of the effective protection of individuals with regard to the processing of personal data.	国境を越えた個人データの交換の増加に伴い、そのような個人データの交換に関連して、人権および基本的自由、特にプライバシーの権利の効果的な保護を確保することが必要である。2001年11月8日に署名が開始された追加議定書では、個人データの処理に関して個人を効果的に保護するための要素である、完全に独立して機能を行使する監督機関を設置することを締約国に求めている。
