欧州委員会 個人データの域外移転のための標準契約約款 (SCC)

欧州委員会が個人データの域外移転のための新しい「標準契約約款」を発表していますね。今のところ最終作業文書で正式なものは近日中に発表とのことです。。。

・Standard Contractual Clauses (SCC)

According to the General Data Protection Regulation (GDPR), contractual clauses ensuring appropriate data protection safeguards can be used as a ground for data transfers from the EU to third countries. This includes model contract clauses – so-called standard contractual clauses (SCCs) – that have been “pre-approved” by the European Commission.	一般データ保護規則（GDPR）によると、EUから第三国へのデータ移転の根拠として、適切なデータ保護対策を確保した契約条項を用いることができます。これには、欧州委員会によって「事前承認」されたモデル契約条項、いわゆる標準契約条項（SCC）が含まれます。
On 4 June 2021, the Commission issued modernised standard contractual clauses under the GDPR for data transfers from controllers or processors in the EU/EEA (or otherwise subject to the GDPR) to controllers or processors established outside the EU/EEA (and not subject to the GDPR):	2021年6月4日、欧州委員会は、EU/EEA域内（またはGDPRの対象となる）の管理者または処理者から、EU/EEA域外に設立された（GDPRの対象とならない）管理者または処理者へのデータ移転について、GDPRに基づく近代化された標準契約約款を発行しました。
These modernised SCCs will replace the three sets of SCCs that were adopted under the previous Data Protection Directive 95/46.	これら最新化されたSCCは、旧データ保護指令95/46の下で採用された3組のSCCに代わるものです。
