米国 ポンペオ国務長官がサイバー空間安全保障・新興技術局(CSET)の創設を国務省に指示

トランプ政権から、バイデン政権への移行が予定されている中ですが、ポンペオ国務長官がサイバー空間安全保障・新興技術局(Cyberspace Security and Emerging Technologies Bureau: CSET)の創設を国務省に指示していますね。。。
・2021.01.07 Secretary Pompeo Approves New Cyberspace Security and Emerging Technologies Bureau
The CSET bureau will lead U.S. government diplomatic efforts on a wide range of international cyberspace security and emerging technology policy issues that affect U.S. foreign policy and national security, including securing cyberspace and critical technologies, reducing the likelihood of cyber conflict, and prevailing in strategic cyber competition. The Secretary’s decision to establish CSET will permit the Department to posture itself appropriately and engage as effectively as possible with partners and allies on these pressing national security concerns.
とありますので、
サイバー空間と重要技術の確保、サイバー紛争の可能性の低減、戦略的サイバー競争での優位性の確保等、米国の外交政策や国家安全保障に影響を与える国際的なサイバー空間の安全保障と新興技術政策の幅広い問題について、米国政府の外交をCSETが主導する。
国防省は、これらの緊急の国家安全保障上の懸念事項について、適切な態勢を整え、パートナーや同盟国と可能な限り効果的に関与することができるようになる。

The State Department has sent to Congress a long-awaited plan to reestablish a cybersecurity-focused bureau it says is key to supporting U.S. diplomatic efforts in cyberspace.
The State Department’s new plan, obtained by CyberScoop, would create the Bureau of Cyberspace Security and Emerging Technologies (CSET) to “lead U.S. government diplomatic efforts to secure cyberspace and its technologies, reduce the likelihood of cyber conflict, and prevail in strategic cyber competition.”
The new bureau, with a proposed staff of 80 and projected budget of $20.8 million, would be led by a Senate-confirmed coordinator and “ambassador-at-large” with the equivalent status of an assistant secretary of State, who would report to the Undersecretary of State for Arms Control and International Security. The idea comes nearly two years after then-Secretary of State Rex Tillerson announced he would abolish the department’s cybersecurity coordinator position and put its support staff under the department’s economic bureau.
