• FBIは、スティール氏の過去の報道記録を十分に理解しないままそれに基づいて、スティール文書を不当に信用した。FBIはFISA申請や更新の際にこの文書を使用し、スティール氏の信頼性についての過程を検証するために必要な手順を実行する前に、諜報機関のコミュニティ評価に含めるよう主張した。
  
  
• FBIには、民主党全国委員会の組織内でハッキングに関する警告をエスカレートさせるための正式なまたは検討されたプロセスがなかった。
  
  
• 委員会は、2016年6月9日に行われたトランプ陣営幹部との会談に参加した少なくとも2人の参加者、ナタリア・ベセルニツカヤ氏とリナト・アクメトシン氏が、ロシアの諜報機関を含むロシア政府との重要なつながりを持っていると評価している。 しかし、委員会は、キャンペーンに利益をもたらす情報がこの会合で伝達されたという信頼できる証拠や、当時のトランプ候補がこの会合を予知していたという証拠は何も見つけられなかった。
  
  
• 委員会は、2016年4月27日にメイフラワーホテルで行われたトランプ大統領の演説中に、トランプキャンペーンに関係する人物がロシア大使セルゲイ・キスリャック氏と実質的な私的な会話をしたという証拠を見つけられなかった。
  
  
• ポール・マナフォート氏のトランプ・キャンペーンでの存在と、当時のトランプ候補との接近は、ロシアの諜報機関がトランプ・キャンペーンに影響力を行使し、トランプ・キャンペーンの機密情報を入手する機会を作り出した。
